Hi, After a bit of a pause with this I-D we have made some updates reflecting discussions that we had with various people by email and in San Diego. The bulk of the work was to clarify the requirements and motivation sections, and to strengthen the discussion of security. Other changes throughout the document were to improve clarity and readability. Thanks for any input.
