As per the RFC,
 
1) There should be no question of two label spaces as only in case of ATM/FR which uses Interface specifc label space would the LSR advertise two label spaces. with Ethernet it would always use per Platform specific label. Since in the example its multiple ethernet between both LSR's it would be single label space always.
 
2) When the hellos are sent it would carry a single label space, so I dont actually understand the active LSR opening two simultaneous TCP sessions to the same destination??
 
I believe it could not happen, or it could be a problem with the stack or purely hypothetical.
