Dear WG,

I'm sure that some of you remember the discussion that took place with regards to the definition of hard versus soft preemption when we discussed the soft-preemption ID (http://www.ietf.org/internet-drafts/draft-ietf-mpls-soft-preemption-08.txt).
At that time, I think that the only remaining item to move forward with the soft preemption ID was to document the circumstances under which TE LSP data/control states are removed, a particular case being related to preemption. Adrian, George and myself thus wrote a short ID (see below), the aim of which is to simply document node behavior upon sending/receiving a Path Error.

   (RSVP) Path Error message and to the behavior of a node receiving an
   RSVP Path Error message for a particular Multi-Protocol Label
   Switching - Traffic Engineering (MPLS-TE) Label Switched Path (LSP).
