First revealed a (not very strong) support for making
these documents working group documents. There were
almost no expressed opposition.

 From this point of view there is no problem making the
documents working group documents.

However, an IPR search has revealed existing patents on
upstream label allocation. The decision has therefore been
deferred until after the discussion at the working group
meeting in Vancouver.
