Actually, the text you cite should have been removed from this draft.
It went with the last set of processing rules.  It was pointed out
that an implicit null could occur anywhere in the stack, and the
procedure make too bold an assumption.  So I rewrote the rules to cover
the case.  But I forgot to remove the "preprocessing step".  So thanks
for pointing it out (even if that wasn't quite your intention ;-).
