I have submitted a new version of the TE-LINK-STD-MIB.

Changes in this version:
- I have updated the description clause of the TeLinkBandwidth textual
convention.
- I have removed gaps in OID assignments.
- I have updated the IPR and Copyright Statement sections according to RFC
3667.
- I have added an IANA Considerations section.
- I have updated the reference section. I have added missing references.
