clarification on discovering MP label in per interface scenario

Hi,

     Section 6.4.1 of draft-ietf-mpls-rsvp-lsp-fastreroute-03.txt says
      
      "When MPs use per-interface-label spaces, the PLR must send Path
   messages (for each protected LSP using a bypass tunnel) via that
   bypass tunnel prior to the failure in order to discover the
   appropriate MP label. The signaling procedures for this are in
   Section 6.4.3 below."

   I couldn't derive the complete information from above suggested method..
   .so can anyone please elaborate on how data will be fast rerouted using
   facility backup tunnel and per interface label space at merge point.
