Status of hierarchical LSP draft

David,

The draft is in the RFC editor's queue.  It is currently blocked by two IS-IS drafts (TE
and GMPLS).

The blocking drafts are moving along now so it shouldn't be too long before the hierarchy
draft gets processed.

Convention is that once a draft is in the RFC Ed's queue it is not re-published to keep it
alive.
Of course, this convention is based on a more rapid turn-around than 6 months...
