[mpls] new version of the requirement draft for P2MP TE signaling

Hi List,

We have published a new version of the requirements draft for
P2MP MPLS TE signaling.

There are four major changes to this version which are all
intended to answer the concerns raised by the multicast routing
community in Washington.

1. We have changed the draft title and name to make it much
    more clear that this draft refers only to signaling requirements
    for P2MP TE MPLS LSPs.

2. We have removed all references about whether you can run
    a multicast routing protocol in the core.

3. We have removed the sections that illustrated the applicability
    of P2MP TE LSPs.

4. We have added a section to list some of the non-objectives
    of the draft.

As was presented in the MPLS meeting in Washington, there are
a few unresolved technical issues within the draft.

Over the next few weeks I plan to start separate threads on
this mailing list about each of these and attempt to close down
the discussion within the next month or two.
