Yes.

Multicast routing state is exchanged between the edge PEs using procedures
described in section 2. P1 does not run a multicast routing protocol.

No. Spe1 will send one MPLS packet to P1. P1 will do the replication and
send the packet to Rpe2 and Rpe3.
