draft-ietf-mpls-lsp-ping-05.txt: Adding EXP settings for LSP tracedownstream mapping TLV

Last November we sent an email raising the fact that the current drafts
Downstream mapping TLV does not return the resulting EXP settings of 
the outgoing label stack.  This change was not acked or made
in the subsequent versions of the draft.

It's been pointed out by customers using our implementation that it is
very important that during LSP traceroute, they be able to see the EXP
treatment along the various hops.  I wanted to flag this issue to be
addressed in the next revision of the draft.

I'd like to propose the format below with a change to the echo header
version field to allow earlier implementations to deal with changes 
to the proposed dsmap format.
