On IPR in nexthop fast-reroute drafts

Agree with Alex that the authors are to be commended for bringing up this contentious
issue at this stage and not waiting until later.

Perhaps it would help this debate if the drafts were resubmitted in accordance with BCP78
and 79.
In particular to include the statement

   By submitting this Internet-Draft, I certify that any applicable
   patent or other IPR claims of which I am aware have been disclosed,
   and any of which I become aware will be disclosed, in accordance with
   RFC 3668.
