draft-minei-mpls-ldp-planned-restart-00.txt to become a wg document?

Working group,

the authors of draft-minei-mpls-ldp-planned-restart-00.txt has
requested that the draft become a working group draft. They have
referred to the discussion on the document on the working group
mailing list and pointed out that there is a good support for the
draft.

After re-reading the discussion I agree that there is a good
support, but from a more formal point of view the question
asked in that discussion was not on becoming a working document.
I would therefore like to ask the question explicitly:

Should draft-minei-mpls-ldp-planned-restart-00.txt be adopted as
a working group document?

In this case a simple yes or no is enough.
