Router Alert Label

Hi,
 
I am in need of a few clarifications regarding the use of Router Alert Label.
 
Can the Router Alert label be the only label in the MPLS packet :-/  If yes, is the packet now IP switched (assuming the packet is an MPLS encapsulated IP packet)
