FYI, I've reposted a revised version of the OAM framework draft (03).

For the time impaired, the changes are:
    - Addition of section on OAM state association.
    - Addition of section on the use of hierarchy to simplify OAM.
    - Enhanced security section.
    - Minor editorial changes. 

The document is pretty much as complete an exploration of the problem space
as the authors can make it. At this point I'd like to suggest the WG
consider making this draft as a WG document.
