initiating a discussion on mpls singaling protocols

We went through these same discussions in 1998. It may be argued that RSVP
has some scaling problems but in real deployments, none of these 
materialized.
So, I think the market has spoken already.

I support making CR-LDP informational and RSVP-TE standard.
