ERO in PATH message

As per my understanding an ERO in PATH message is not mandatory. Still I see 
a particular implementation rejecting a PATH message without an ERO -


7w0d: RSVP 10.20.1.101_1-10.20.1.6_17: PATH message for 
10.20.1.6(FastEthernet4/5) from 10.10.29.101
7w0d: RSVP 10.20.1.101_1-10.20.1.6_17: PATH message with no ERO; no path 
meets constraints
7w0d: RSVP session 10.20.1.6_17: send path error to 10.10.29.101 about 
10.20.1.6
7w0d: RSVP session 10.20.1.6_0: IP to 10.10.29.101 length=132 checksum=4DC6 
TOS=0x0  (FastEthernet4/5)

Please clarify!!!

I'd be glad if someone from Cisco answers this question.
