Minor comment on lsp-ping draft

I think that sections 3.1.7 ("L2 VPN Endpoints") and 3.1.8 ("L2 Circuit ID")
should be removed  from this document.  That material  really belongs in the
L2VPN and PWE3 documents themselves. 

By following this suggestion, we eliminate two problems: 

1. The  risk  that the  PWE3  and L2VPN  documents  will  be interpreted  as
   normative references.

2. The delay  that will occur while  we make sure  that everybody's favorite
   L2VPN  scheme  is represented  in  the  document,  rather than  just  one
   particular scheme.
