Very True. Switching of labelled packets as well as signalling messages(OSPF,LDP, RSVP etc) has to be ATM based. Its only that fewer resources (fewer VPI/VCI) are set aside for signalling, hence the necessity for LLC/SNAP encapsulation is acute.
