I wonder what qualifies a layer? A protocol header/trailer, an FSM, an

and downside interfaces, and whatelse....

Looks like all of the above are qualities of MPLS too. So what is the
big deal if we call MPLS a layer or sub-layer or adoptation layer?

Yes.. any layer can come with an easy to use tool-kit. Looks like
MPLS comes with a bigger kit than other :-)
