I would not go and say its a true layer 2 or true layer 3. MPLS depends on
both layers to complete its functionality, that is why it is not a layer
unto itself
say layer 2.5. I see it as a Glue sub-layer that brings the capabilities of
both layers together and provides a better control plane mechanism, such as
TE and shortcuts through a more complex routing infrastructure such as IP.
Deterministic behavior is also another byproduct of MPLS. (e.g. MPLS tunnels
guiding the layer 2 forwarding). IP forwarding is undeterministic by nature
in terms of routing through a multi-hop network.
