MPLSOAM BOF meeting draft minutes

Hi Bob,

In my opinion, when the control element (CE) is separated from the
forwarding element (FE), communication of the state of underlying tunnels
(be they MPLS, TDM, IP-based or whatever) from the FE to the CE is
essential. I think that this may be missing in the Forces requirements
document.
