Does MPLS Now specifically for control-driven?

The decision  to make MPLS  control-driven rather than data-driven  goes all
the way back to the Memphis IETF in April '97.

It may or may not be possible to  use the MPLS standards to create LSPs in a
data-driven manner, but this way of using them was not considered during the
standardization effort.
