I believe you will find that carriers are already working on requirements in T1X1 and the ITU-T. The OIF Carrier group document served as a catalyst to get the requirements on paper. That has triggered carrier work on requirements in T1X1 and elsewhere for inclusion in IETF and ITU-T documents. We don't need another group to work this issue. The best results will come from carrier/vendor interaction to develop acceptable requirements.
