As for 17.5ms, where do you get that number?  I didn't see it in the
draft anywhere.  I found a 5ms interval, but that's not a requirement -
it's a recommended default value for a user-configurable parameter.

from section 5.3 of 'draft-ietf-mpls-rsvp-lsp-tunnel-07.txt', the default
interval for periodically generating Hello messages is 5ms. Furthermore, a
node must presume that it cannot communicate with another neighbor if it has
not received 3.5 instances of a Request or ACK. Thus, 5ms * 3.5 = 17.5ms.
