eric,

i think that the chairs of the working group and also the area director
rob coltun who was in the ietf meeting when i raised my concerns agreed
that the i-d was broken.  their response, however, was that they don't
want to delay the publication of the i-d by fixing it and then issuing a
new last call.  now in retrospect it turned out that we would not have
been in any hurry.

i understood the eagerness of the wg to get the rfc published as soon as
possible. what bothered me the most that the iesg or whoever was
supposed to review the i-d didn't seem care about the quality of the
wg's output.
