ldp specification

In the draft LDP SPECIFICATION - page 10 2.1 there are saying that there
are a rules used by the procedure for mapping a particular packet to a
particular LSP.
1- Are those rules in a sequence
and if they are is that mean:  a packet can not be sent -in a particular
egress router that it must traverse-
2- if 1 is true , how can we explain that a packet who may match two
LSPs, one with a host adress fec element and one with an address prefix
element , the packet is always assigned to the former
