Looking for draft-ietf-mpls-arch-07.txt

The arch-06, in section 3.25.2, bullet 2
mentions a label stack encoding scheme for use
on ATM interfaces by which the VPI is used
to encode the top level label while the 
VCI encodes the next level down the stack.

This scheme might be very problematic when
BGP/RSVP are used for distributing label stacks.


I've sent a few questions to the list regarding this,
with no response.

In private communications there was some aggrement that
the lack of clear understanding on the smeantics
of label stacks would be a big interoperability
probelm.

Before issuing the Arch as an RFC, it would be 
very prudent to verify that this encoding 
method does not conflict with other drafts. And if
it does, remove it from the Arch.
